Land and financing costs block crucial urban infill development

CrowdProperty’s 2025 SME Developer Survey was featured in the Australian Financial Review, revealing that land costs are cited by 62.5% of respondents as the top challenge for small and medium-sized developers in Australia in 2025, doubling since the last survey in 2023. Raising debt finance was still a top three issue for over 50% of respondents.

Brian Cullen, CrowdProperty’s property director, warns that many non-bank lenders are shifting to larger projects over $20 million, making it harder for smaller infill developments to access funding.

This data sends a clear message: without targeted policy reform and financing tailored to SMEs, critical housing supply goals will be missed.
